On 3 February, the Office of the Commissioner for Human Rights organized a discussion and promotion panel on the topic of using the Istanbul Protocol in practice by services working with foreigners and the imprisoned. The Istanbul Protocol is a document that is being prepared by the UN as a manual for effective investigating and documenting torture and other cruel, inhuman or degrading treatment or punishment.
